Richard Pan is a physician running for Congress in California’s 6th congressional district. Pan served in the California State Senate from 2014 to 2022, representing the 6th Senate district. He is a practicing pediatrician and professor at the University of California, Davis.
California’s 6th Congressional District is based in the Northern part of the state and includes parts of Northern Sacramento County. Ahead of the 2026 race, this district was redrawn after Proposition 50 passed in November. This measure allowed California to redraw its congressional maps in the middle of the decade, a response from Gov. Gavin Newsom to the Texas redistricting effort launched in 2025. After Prop 50 passed, the partisan voter index for this district shifted from R+10 to D+5. Under this new map, CA-03 was redrawn and renumbered to CA-06. This redrawn seat is currently held by incumbent Kevin Kiley. Prior to redistricting, he was a Republican; following Prop 50, he changed his partisan voter identity to Independent. This cycle, Pan has been included in the DCCC’s Red to Blue program and is challenging Rep. Kiley.
