Rep. Josh Riley was elected to serve New York’s 19th congressional district in 2024. As a Broome County native, public servant, and parent, Josh Riley is passionate about serving his home state. Before running for Congress, Riley worked as a policy analyst at the U.S. Department of Labor, a clerk on the Ninth Circuit U.S. Court of Appeals, and a general counsel to former Sen. Al Franken (D-MN) on the U.S. Senate Judiciary Committee.
New York’s 19th Congressional District is located in New York’s Catskills, Hudson Valley, Southern Tier, and Finger Lakes regions. It includes all of Broome, Tioga, Chenango, Delaware, Greene, Sullivan, and Columbia Counties, and parts of Ulster and Otsego Counties. In 2024, New York Governor Kathy Hochul signed the state’s new congressional map, which reflects the old 2022 special master-drawn map with minor additional tweaks, making NY-19 a bit more blue. In 2022, Riley was the Democratic nominee for New York’s 19th congressional district and narrowly lost to Marcus Molinaro by less than 2 points (4,495 votes). 2024 was a rematch for these two, where Josh Riley defeated the incumbent by just shy of 3 percentage points (8,357). Rep. Riley’s fundraising was strong. He brought in $9.8 million compared to Molinaro’s $5.5 million. Competitive seats in New York are always expected to bring in significant amounts of outside spending and this district did not disappoint. Super PACs, national party committees, and other non-candidate groups spent more than $31 million in this race.
