Rep. Eugene Vindman

District: VA-07
Cook Political Ranking: Likely D
Performance Voter Index: D+2
Rep. Eugene Vindman was elected to serve Virginia’s 7th congressional district in 2024. Rep. Vindman is a veteran and an attorney. Virginia’s 7th congressional district stretches across eleven localities in the central and northern areas of the Commonwealth.

This seat was held by former Democratic Rep. Abigail Spanberger since 2018. Spanberger left Congress to run for Governor in Virginia. Rep. Vindman won a crowded primary handily and went on to defeat Republican Derrick Anderson by almost 3 percentage points (10,489 votes). This district has shown that it is quite open to Republicans, with Governor Glenn Youngkin winning it by 7 points in 2021. In early 2026, Virginia lawmakers and voters approved a mid-decade redistricting plan intended to redraw the state’s congressional districts before the 2030 Census. The proposed map would have made several districts more favorable to Democrats, including the 7th Congressional District, which would have shifted from a narrowly Democratic-leaning seat to one that leaned more comfortably Democratic. Virginia voters considered a constitutional amendment that would have temporarily allowed the General Assembly to redraw the state’s congressional districts before the 2030 Census. The amendment narrowly passed in a statewide special election on April 21, 2026, but the Virginia Supreme Court later invalidated the measure on procedural grounds, leaving the existing congressional map in place. As a result, the congressional districts adopted after the 2020 Census—including the current 7th District centered on the Fredericksburg area and parts of Northern Virginia—remain in use for the 2026 election. Rep. Vindman is a very strong fundraiser, as he brought in more than $18 million last cycle compared to his opponent’s $3.4 million. Outside spending was a factor in this race, with super PACs, national party committees, and other non-candidate groups spending almost $16 million in this race. This will be Rep. Vindman’s first time seeking reelection.
