Rep. Steven Horsford

NV-04

Partisan Voter Index (PVI): D+3

Democratic Toss Up

Horsford has been the U.S House Representative for Nevada’s 4th congressional district since 2019. Horsford previously represented the district from 2012 to 2014 before being unseated. Horsford is the first Black U.S House Member to represent Nevada. Prior to Congress, Horsford served in the Nevada State Senate from 2004 to 2012 and was the State Senate Majority Leader from 2009 to 2012.

Redistricting has created a greater opportunity for Rep. Horsford to be reelected. Through redistricting, Nevada’s 4th congressional district is bluer. In 2020, Rep. Horsford was reelected by 4.9 points, and President Biden won the district by 3.9 points. Under the new district lines, President Biden would have won the seat by 8.3 points. The Republican candidate for this race is insurance agency owner Sam Peters. Strategists consider him to be a weak GOP candidate. In the third quarter of 2022, Horsford raised $1 million and has around $1.2 million in cash on hand, significantly more than Peters, who raised $661,000 and has $194,000 cash on hand. But with President Biden’s low approval rating, this race is expected to be a Toss Up.
