Democratic Toss Up
Luria has been the U.S House Representative for Virginia’s 2nd congressional district since 2019. Prior to Congress, Luria served in the U.S Navy for 20 years and reached the rank of Commander before retiring in 2017. She is also a small business owner.
Through redistricting, Virginia’s 2nd congressional district, already a very swingy seat, is slightly less Democratic-leaning. Rep. Luria now faces a tougher path to maintain her seat. In 2020, Rep. Luria was reelected by 5.8 points, and President Biden won the district by 4.9 points. Under the new district lines, President Biden would have won the seat by 3.1 points. Luria’s GOP challenger is Navy veteran and state Sen. Jen Kiggans. This seat will maintain its heavy competitive status, as the new boundaries and recent GOP swing in statewide elections provide Republicans a boost. In the third quarter of 2022, Luria raised nearly $2.8 million and has $3 million in cash on hand, substantially more than Kiggans, who raised only $1 million and has $2.6 million cash on hand.
